Robert Carter, LSRP

Robert Carter (Bob) has 27 years of experience in the environmental industry with a strong track record of providing due diligence and site remediation services in New Jersey and Pennsylvania. Through that experience, he has a firm understanding of real estate transactions from purchase sale agreement negotiation through due diligence to the perfection of land development approvals.  

 As a licensed site remediation professional (LSRP) in New Jersey, he has closed hundreds of contaminated cases ranging from homeowner tank cases to gasoline UST systems to large redevelopment projects of former industrial properties. He has handled real estate transactions involving ISRA compliance on portfolios of industrial properties. Since 1997, Mr. Carter has been at the forefront in the investigation and remediation of former agricultural land with impacts from historically applied pesticides and properties impacted by historic fill.

Bob has extensive experience with brownfields redevelopment projects including identifying various funding mechanisms at the federal and state level, determining appropriate cleanup levels and establishing appropriate engineering and institutional controls to support the re-use of brownfield sites.  He has supported his public clients in the successful acquisition of over a $1 million in grants to address contaminated properties.

Bob has built an extensive network of engineers, geologists, surveyors, and scientists capable of guiding clients through complex real estate transactions, site remediation and land development. Bob has appeared in front of hundreds of planning/zoning boards in New Jersey as an expert. Through this experience and as chairman of his local planning board, Bob understands Municipal Land Use Law as it pertains to use variances, preliminary/final site plan approval as well as the local redevelopment process. 

Bob provides expert witness services by providing technical review in support of plaintiff’s claims and defense for damages caused by contamination, defense of other environmental professionals and defense on claims against the appeal of approvals. He has testified as an expert witness at the local, state and federal level.
